Update on Public Sector Wages (2017)
The New Basic Pay Scales of Civil Servants, as announced by Federal Government in July 2017 are as under:

The daily allowance for officers/officials on duty within the country has also been raised from July 2017 as follows:

Cities where special rates are applicable: Bahawalpur, DG Khan, Faisalabad, Gujranwala, Hyderabad, Islamabad, Karachi, Lahore, Mirpur (AJ&K), Multan, Muzaffarabad (AJ&K), Northern Areas, Peshawar, Quetta, Rwalpindi, Sargodha, Sialkot and Sukkur.
Pensions for the civil pensioners of the federal government including civilians paid from defence estimates as well as retired armed forces personnel and civilian armed forces personnel have been raised by 10%.
Situation in 2015
During the fiscal year (2015-16), the federal government employees (as well Provincial Government employees) would get 7.5% ad hoc increase in their salaries after the merger of two ad hoc increases in their basic pay as already announced. In actual, it would mean about 11% increase in their salaries with nearly Rs2 billion additional burden on the national exchequer.
Announcements during the Federal Budget 2015-16 for Public Sector Employees
1. 7.5% Ad hoc Relief Allowance on running basic pay with effect from 1 July 2015.
2. Ad hoc increases of 2011 and 2012 to be merged in the pay scales.
3. Medical Allowances of all government employees (BPS 16-22) to be enhanced by 25%. For BPS 1-15 employees, the medical allowance raised from Rs. 1200 per month to Rs. 1500 per month
4. One premature increment to be allowed to employees of grade 5 with effect from 1 July 2015.
5. A uniform Ph.D. Allowance of Rs.10,000 per month will be allowed to Ph.D./D.Sc. degree holders working under federal government with effect from 1 July 2015. This replaces the existing Science and Technology Allowance of
Rs.7,500per month and Ph.D. Allowance of Rs.2,250 per month.
6. The rates of special pay to Senior Private Secretaries, Private Secretaries and Assistant Private Secretaries are being increased by 100%.
7. The rate of orderly allowance and special additional pension is also being increased to Rs.12,000 per month.
Relief Measures for Pensioners
1. 7.5% increase in net pension to all pensioners of federal government with effect from 1 July 2015
2. Medical Allowances of pensioners is enhanced by 25%
3. Extension of family pension to widowed/divorced daughter for life or till remarriage with effect from 1 July 2015
Situation in 2012
The Federal Government, as well as the provincial governments, has increased the wages of public sector employees through adhoc relief allowance, which is 20% of basic pay. This adhoc relief is being given on the running basic pay and not on initial basic. Similarly, government has also increased net pension at the rate of 20%. Net pension means “total pension being drawn” minus “medical allowance”. Moreover, government has also revised conveyance allowance for civil servants in the following manner.

Last year, Government had announced new Basic Pay Scales-2011, taking effect from 01st July 2011, which had replaced the Basic Pay Scales of 2008.
In accordance with the Office Memorandum issued by Finance Division, annual increment will be given on 1st December of each year. Ad-hoc relief allowances that included Dearness Allowance and Special Relief Allowances have been discontinued after being merged in new pay scales. Ad-hoc relief allowance in 2011 shall be paid at the rate of 15% of running basic pay of Basic Pay Scales of 2008.
The integrated allowance for Naib Qasid, Qasid and Daftaris has been increased to Rs. 300 per month. Washing Allowance and Dress Allowance have also been set at Rs. 100 per month. Special Pay for Confidential Assistants has been set at Rs. 150 per month while Special Area Compensatory Allowance has been increased to Rs. 300 per month. Uniform Allowance for Nurses is set at Rs. 600 per month. The Hill Allowance is fixed at a rate of Rs. 200 per month while Firewood Allowance is Rs. 10 per head per day.
As for pensions, those who retired on or before 30th June 2002 will get an increase at the rate of 20% of their net pension while those retiring on or after 01st July 2002 will get an increase at the rate of 15% of their net pension.
